I have a user that is trying to delete a message in his inbox and cannot be deleted, moved, etc. He get the following error message:
Some items cannot be deleted. They were either moved or already deleted, or access was denied.

Are you suing Exchange or or local PST file. If the latter, Create a new PST file. Open it as a personal folder.
Then drag all the emails and contacts addresses to the new PST file. Do not drag the bad one over. Make this personal folder the default PST file.

Answer: There might be two possiblities ,
1) The Outlook PST may have error ,you might need to create new pst OR repaire the PSt
2) Cache Mode - Remove Outlook Cache Mode and check the issue
